Our Modest Proposal...

If, as Black47 reports, no definitive action has been taken on the status of VAPAC or its administrators, perhaps our voices should weigh in on the situation. Judging from comments and our own postings, we strongly urge the SCUSD to consider the following actions:


1. Release the CFO from employment with the district.

This decision should be a no-brainer. Significant portions of the job description, which he wrote and the board approved, deal with raising revenue, procuring donations, running business operations, and writing grants. From what we can discern, none of these activities have occurred with any measure of success. Additionally, several teachers and staff, employed by the corporation and not the district (Attn: SCTA and SEIU) report that paychecks from the corporation were frequently incorrect, 1099 paperwork was improperly filled out, and W2’s were not issued until mid-March.

In his defense, the CFO has offered that he has had to focus most of his energy on “helping his mom with student discipline,” an activity outside of his job description and outside of his experience. However, if the district continues to maintain a relationship with this individual, might we suggest that he write a new job description under the title of “Mother’s Little Helper” with pay commensurate to that of a 1st year hall monitor. Of course, the CFO could do what’s right, realize that he is in over his head, and resign. Then the school could use his salary to hire two real administrators – a principal and a vice-principal – ending the worse case of nepotism we have had the (dis)honor of witnessing.

2. Release or reassign the Director

As we have shown, back in November, former district CEO Joan Butt considered the Director at VAPAC to be a district employee (see previous post). This being the case, the district has the ultimate word in deciding the fate of this employee. While it’s apparent that the district is reluctant to terminate administrators, the exposure to litigation that the Director has subjucted the district to in her brief tenure is unfathomable and reckless. The harm that she has done to students is unconscionable. The way she manages employees and handles parents is immature and unprofessional.

We have it on good authority that several complaints have made their way through channels to the State Department of Education and back to the school district for correction. Several teachers have also filed complaints with the district regarding her management style, and at least one of those teachers has secured the services of legal counsel. In fact, several faculty and staff members have sworn out statements to this teacher’s counsel saying, in effect, that they were told by the Director (a) to avoid contact with this faculty member, (b) to cease any communications with this faculty member, and (c) instructed that this faculty member was incompetent, untrustworthy, and “didn’t know what s/he was doing.” Since this summer it seems that several more teachers and some parents have agreed to verify this teacher’s claims by also writing statements for counsel. (Note: We have this information from the a source close to the teacher and several of the collaborating witnesses. This is not speculation.)

Let’s not talk about those salaries that she had the executive board approve and that clearly violate stipulations in the charter.

In any other work environment, this employee would have been fired. In the SCUSD, this situation should be handled no differently. However, in lieu or making the obvious right choice, the district, at minimum, really has no option but to reassign the Director to limit its own culpability in her actions.


3. Revisit the charter with the specific aims of making it a district school in some capacity.

We do not want to see this charter revoked nor this school closed. However, work needs to be done in aligning the operations of this school to the practices outlined in the charter or used by most schools. The number of material violations in this charter is mind-boggling, most noticeably the provisions on salary and the composition of the executive board. These flaws need to be corrected, and the current administration is too entrenched and invested in the current system to facilitate any meaningful changes. Remember that this program works and has worked for almost 20 years; it would be a shame to allow a power grab and district indifference to bring it down. If the current administration wants their own school and their impossible-to-defend salaries, let them do it privately and not with taxpayer money. While provisions regarding facilities prompted the school to change its status to that of an independent charter, the Field Act, which prompted this change, can be dealt with in an appropriately legal manner.

Ultimately, we implore the SCUSD to do what is right for the students and the taxpayers of this district and to put an end to this travesty that rewards so few at the expense of so many.

As a parent who has worked in the field of mental health for years, it is rather obvious that "The Mother" has some pronounced issues which are hindering her ability to function in the world of reality. My son and I attended a Friday orientation last Spring. There were only 3 other parents and children on the tour that they give. "The Mother" lead us around and talked about herself for aprox 45 minutes. Non of us were impressed. Non of us will have our kids attend. My son lost interest after about 1 minute and went and found kids to talk with regarding the school. He informed me that after talking with 8 different students and several parents he didn't find one person who had anything positive to say. Also he informed his mom and I that the kids he spoke with were not going to return for the next school year.

I would never consider sending my son to such a dysfunctional site as this.

"The Mother" has some clinical Personality issues that need to be addressed. I'm sure that her detachment with reality will become more and more of an issue. I also know several folks at the district office who also feel she is menally ill.

I hope the district in time deals with the VAPAC mess.

I will be sending a letter of concern to both the State Dept of Ed and also to WASC.

So, what is this issue with the Lap Dog and the kid's myspace deal? I'm not sure who this lap dog is, but I think I have a pretty good idea. I think the kids will take care of discrediting him/her.

About the lapdog:

One of the students, upset that his favorite teachers were chased off by the DLC's wrote that he was so angry he wanted to hit the DLC's and didn't want to attend VAPAC anymore: Here is what the Lapdog wrote in response:

"I am really disappointed in you and what you have written. But not all is lost, I'll make sure that you don't have to return to VAPAC. I've printed this and will give it to Ms. de la Cuesta in the morning.
Sincerely"

She went on to post several more messages chiding the students for their attitudes and assuring them that the DLC's are the nicest, sweetest, kindest people who ever walked the earth, willing to listen to student concerns and act accordingly.

I don't think that many of the students were buying it.

But while on the subject, remember that the DLC's got the Lapdog to write a long complaint about several of the teachers and submit it to the district. Fact is, the Lapdog likes to talk and she told several parents that the DLC's gave her a list of complaints that they wanted her to write about.

Most of us parents believe that her concern is fear of retaliation against her daughter should she refuse to do the DLC's bidding...

I know who the Lapdog is too. I think she has problems of her own, just like Mrs. DLC. It won't surprise me if someday these two backstab each other.

How dare the DLC's and this Lapdog made complaints about the staff? Working at VAPAC, I could have listed millions of things the DLC's, including the Lapdog, did wrong.

I hope they're reading these messages and decide to step down to save themselves any further damages and humilations.

They will never step down. They are a good example of the criminal element. They are dishonest, and unethical in all that they do and believe in. People like them have no place in this world. They are a waste of air at this point.

There will need to come a time when the district has to be held accountable for the disaster zone that is now vapac. As angry as I am with the DLCs, I'm just as angry with SCUSD for allowing this situation to continue for as long as they have. It seems like there has been something in the paper every day about the budget issues that SCUSD is facing, yet they allow people like the DLCs to collect HUGE salaries. I sent my son and daughter to vapac for the first part of the year, but once it was made clear that there were only very few teachers who were qualified to be in the classroom, according the the No Child...Act, I pulled them out and placed them in a large, comprehensive school where they are both thriving. It wasn't only the lack of qualified teachers, but also the lack of a competent administration (who can count the son as an administrator?). The district needs to take care of this situation, as they are the ones who have allowed it to get this bad. Judging from these comments, as well as the ones that my children shared with me on myspace, the only teachers who were actually any good are leaving--shouldn't that be a sign to the district and other parents that something is seriously wrong there?

Does anyone know what kind of staff will be at VAPAC this year? I overheard "The Mother" telling another parent that all of the positions are filled and all teaching staff meet the NCLB standards. I have a hard time believing this. I think I'm going to take my 3 kids out. I have heard too many lies from these people.

I learned that the DLC's are great liars. I think lying is the only thing they're good at. Don't listen to them. If you have time, come visit the school frequently and you'll see.

I just had passed on to me by a reliable parent that the "lapdog" is now informing people that all of the teachers who left were "let go do to poor performance". She has gone on to say that "The Mother" has a lot of pull at the District Office so she had the District Office reassign them to other schools. I wonder if the "lapdog" knows what kind of issues this can cause her legally? This could be fun I think. Just another example of "STUPID"

"Poor performance" means not closing their eyes and going along with the mother and son.

At VAPAC, if you choose to advocate for students, you are an outcast.

The school is run as if it were the DLC's's family business; every decision is made by the incompetent "administrator" mother and stupid-yet-I-know-everything son.

Whether your child is doing well at VAPAC or not, get involved! Let the DLC's know that they will not get taxpayers' money for nothing.

Karen Ryan is a very misinformed "Lapdog". Look at the star results of the teachers who chose to leave and you will find satisfactory scores. The teachers that are staying have scores that should be questioned. It is very rude and disturbing for Joanna and Karen to spread these lies. However, I convinced that they will keep doing what they do best because it makes feel stronger. I am very disappointed in their course of action on the matter of the teachers who decided to move on.

I wonder if the "lapdog" realizes the impact her stupid behavior will have on her daughter? There are so many people reading this that the word has gotten out that Karen Ryan is as dishonest and unethical as the DLC's. Students are going to really treat her daughter like an outcast at this point. Lord knows she has enough social problems the way it is. I have been friends with her in the past, but now - hell no! I don't think kids will trust the space around her. That's too bad. Another example of "stupid parent syndrome"

Well she is and she is. She does what her mother and "The Mother" tell her to do. The point is, kids are kids. When we don't trust someone, that mistrust spreads to anyone connected to that person. It's not the daughters fault, it is just reality.

Most of the kids know that Ms. Ryan's daughter has problems and they don't take what she says too seriously. It seems that most of the students seem to be able to keep Ms Ryan and her daughter seperate.

I think the bigger problem is the school keeping its creditials with so many teachers leaving. The English scores were pretty good last year but will that continue? The math and science scores weren't that good and it reflects the problems these teachers had in controlling their classrooms and teaching.

Interesting that the DLC's and Ms Ryan complained soo much about the wanted posters as slander when that is their MO.

I am amazed that there is really no website for VAPAC. I does not take much brainpower or time to put something together. I just figured that there would be some info regarding the start of school and staff listings and such as that. Nothing! I've received nothing in the mail regarding the start of school, schedules, pictures etc...

I will not allow my kids to attend this place!

I think the community needs to form a group to clarify that when Sac High closed, VAPAC ended. This poor excuse of a "school", is nothing close to what VAPAC was. The REAL VAPAC is no more!

The "mother and "son" are sick! They are a waste of time and money.

There is suppose to be a VAPAC Board meeting this Sunday, but as of 10 am this morning there is no posting for such a meeting. I brought this to the attention of SCUSD and they called over to VAPAC to see about a meeting and were told there was none planned.

If there is a Board meeting I would suggest that those that have been posting to this site go. Several issues need to be resolved including the school uniform/dress code issue which we haven't talked about. I'm sure the DLC's will just apply the new dress code with no input from parents, teachers and students, only the DLC's picked reps for those groups as they did last year.
I will be out of town this weekend so I will be unable to attend.

Come to the VAPAC Board Meeting!

I suggest that everyone who has questions about how VAPAC is run, and what is happening at the school, come to the "Visual and Performing Arts Corporation Executive Board" meeting on Sunday, August 28. The meeting is scheduled to go from 6:00 pm to 6:45 pm. It will take place at VAPAC (8376 Fruitridge Rd.). In the past the meetings have been held in the conference room on the first floor. The agenda is below.
Of special interest is Item IV. where the board will approve the appointment of a new board member and Item V. Budget Review. The agenda's description of "Public Comment" makes it appear that you can only speak about stuff on the agenda. That is not accurate. If you come you can talk about anything that concerns you about VAPAC. I hope that someone from the Sacramento City Unified School District will come to this meeting and observe the way the VAPAC board does business and how the board exercises its oversight of VAPAC's director.
The posted agenda reads:
I. Call to Order - Action Item

II. Agenda Review - Information
Chair will review the meeting agenda

III. Resolution - Action Item

The VAPAC Charter calls for 'representatives' of teachers, parents, students, classified, community members and administration be on the board. The Charter specifically calls for an 'elected representative' for parents. So the DLC's appoint all the reps, usually taking the least experienced they can find. The 'elected' rep for parents is none other than Ms Ryan due to her election as President of the PTSA.

Reps are required by the charter to meet periodically with their constiutent groups. To my knowledge this has never happend for parents, students and classified.

This is how the DLC's get away with so much, they pick the Board that supposedly oversees them.

Please attend this meeting and ask for real reps and bring up points that have been made on this blog.

I would also suggest that someone tape the meeting.
